Islamabad is the one city where the tax authority is practically next door. FBR's headquarters and the SECP's head office are both in the capital, and the federal ministries, regulators and many of the organisations that deal with them are clustered in the same few sectors. It would be natural to assume that registering for an NTN here means visiting an office. It does not. NTN registration is done online through the IRIS portal, and it works the same way for an F-7 resident as for someone in a village in Sindh.
What makes the capital distinctive is who lives and works here: civil servants and their families, staff at embassies and international organisations, NGO workers, IT freelancers and consultants, contractors who supply government departments, and a property market — Bahria Town, DHA, the private housing societies, the commercial buildings of the Blue Area — that runs on large transactions. All of these people eventually need a registered number, and most of them would rather not spend a day dealing with paperwork. NTNWaale completes the registration remotely over WhatsApp.
Who in Islamabad Needs an NTN
The people who contact us from Islamabad and Rawalpindi's twin-city area include:
- Freelancers, developers, designers and remote workers earning from foreign clients, many working from co-working spaces or home offices in G-11, I-8 and Bahria Town
- Staff of NGOs, international organisations and embassies, including locally hired employees whose tax position differs from a regular salaried worker's
- Contractors and suppliers who bid on federal and capital-territory government work
- Property dealers, developers and investors active in Bahria Town, DHA, Gulberg, Park Road and the sector markets
- Doctors, lawyers, consultants and accountants running their own practices in the Blue Area, F-6 and F-8 markets
- Restaurant, café and retail owners in the Markaz areas, Centaurus Mall precinct and the weekly bazaars
- Start-up founders working out of incubators and shared offices
- Federal government employees who want to move onto the Active Taxpayer List
Freelancers and Remote Workers in the Capital
Islamabad has become one of Pakistan's freelancing hubs, with developers, writers, designers and virtual assistants earning in dollars and pounds from clients across the world. Most of them start with no tax registration at all, and the first reminder usually comes from a bank rather than from FBR: a large foreign transfer lands in the account and the bank asks about the source and the customer's tax status.
Registering early avoids that awkward moment. An NTN gives a freelancer a clean record from the first payment, and once a return is filed the income is properly documented and the person appears on the Active Taxpayer List. Foreign-currency income has its own considerations when it is declared, and how you receive the money — bank transfer, a payment platform or a local exchange — affects the paperwork. Our guide to tax for freelancers in Pakistan covers the general approach, and we can register you and file the first return together.
NGO, Embassy and International-Organisation Staff
Islamabad has more staff of non-profit and international bodies than most Pakistani cities, and their tax situation varies. A locally hired employee of an international organisation may be salaried in the ordinary way, or may be paid under terms that treat part of the package differently; someone on a consultancy contract is often self-employed rather than an employee. These differences matter when a return is filed, but registration itself is the same simple process.
What we see most often is the person who has worked for years without an NTN because the employer handled everything, and who then discovers that a personal loan, a vehicle purchase or a property deal needs their own registered status. Registering separately from your employer's arrangements is entirely normal. Our page on tax for NGOs and nonprofits explains how the organisation's tax position differs from an individual's.
Government Contractors and Suppliers
Selling to a federal ministry, a capital-territory department or a public-sector organisation usually means dealing with procurement rules that check tax registration before a bid is accepted or a payment released. Payments made to contractors are subject to withholding, and the rate applied depends on whether the supplier is registered and active. A supplier without an NTN can be disqualified at the bid stage or find that a payment arrives with a larger deduction than expected.
For small contractors working alone or with a couple of partners, the sensible structure is often a sole-proprietor NTN or an Association of Persons if several people share the work. Companies bidding for larger contracts tend to register with SECP first. Our overview of withholding tax on contracts explains what public buyers deduct and why they ask for the number up front.
You Do Not Need to Go to FBR
The proximity of FBR headquarters leads many Islamabad residents to assume that registration requires a visit. It does not. Individuals register through IRIS, the same online portal used nationwide, and the certificate is issued electronically. The FBR offices in and around the capital deal with audits, assessments, notices and taxpayer services for existing filers, not with walk-in registrations of individuals.
Even in a city where distances are short, the queues and the paperwork take time that most working people would rather spend elsewhere. Doing it by message in the evening, after a day in the office or at a client site, removes that cost. NTNWaale is based in Lahore and works with clients across the country in exactly the same way.

How We Register You
- Message 0324-0400564 with your ID photo and a line describing what you do.
- We check the details and confirm whether an individual or partnership registration fits.
- We file the IRIS application and help you with the verification code.
- Once FBR approves it, we send the NTN certificate.
Most individual applications are confirmed within 24 to 48 hours.
Fees
Individual NTN registration starts at PKR 1,500 and is agreed before we start. Partnership and business registrations cost more because of the additional documents; see the pricing page for current figures. If you want your first return filed at the same time so you reach the Active Taxpayer List quickly, we normally handle both together.
Mistakes We See From Islamabad Applicants
- Relying on the employer. Salary deduction does not register you. Your own NTN and filed return are what count when you buy a car or plot.
- Waiting for the bank. A large foreign transfer arriving before you are registered invites questions. Registering first makes the record cleaner.
- Assuming a contract makes you an employee. If you are paid on invoice, you are usually self-employed, and the return reflects that.
- Using a spouse's SIM. The verification code goes to the number registered on your own CNIC.
- Treating registration as the end. An NTN identifies you; annual filing is what puts you on the Active Taxpayer List.
Bahria Town, DHA and the Property Market
Property is the largest financial event in most Islamabad households. Plots and houses in the private societies change hands at values that make the filer/non-filer difference in withholding tax substantial, and buyers and sellers who are not registered can find that a chunk of the price is withheld at a higher rate than they planned for. Dealers and agents face a further layer: commission income is taxable, and larger developers pay it through withholding that depends on the recipient's status.
If you expect to buy, sell or invest in property, registering and filing a return before the deal is the cheapest way to avoid an unpleasant surprise at the transfer stage. Our guide to property tax in Pakistan outlines the main charges, and our page on filer benefits shows the wider advantages of being on the list.
What Comes After the NTN
Once the certificate is in your hands, the next step is a return. For a straightforward salaried person it is short. For a freelancer with foreign income, a consultant with several clients or a property investor it takes more organisation, but it is well within reach with the right paperwork. Our guide to filing an income tax return explains what is involved, and our Islamabad income tax filing page covers the annual return for local filers.
Start-Ups, Small Companies and Shared Offices
The capital has a growing population of founders working from incubators, co-working desks and small offices in the Blue Area, F-7 and I-8. A start-up in its first year often has no formal tax record at all: the founder draws small amounts, invoices go to a handful of clients, and the company or business name may not be registered anywhere yet.
The order that works best is to register the founder's personal NTN first, then decide on the structure of the business itself. A sole-proprietor arrangement is the lightest; a partnership suits co-founders who share equally; a private limited company makes sense once investors or larger clients are involved. Each step builds on the last, and the NTN is never wasted. If you are unsure how far to go, our comparison of tax for start-ups explains the sequence, and we can advise on the right point to stop for your stage.
Register From Islamabad
Send your ID photo and a few lines about your work to 0324-0400564 on WhatsApp. We will confirm the structure, quote the fee and begin the same day. For background on the process first, see NTN registration in Pakistan.
If your situation is unusual — a mix of employment and consultancy, income from several countries, a partnership with a foreign co-founder — describe it in your first message. It is better to sort the structure at the start than to correct a registration later.
People often put off registration because they assume it will be complicated or that their situation is too unusual. In practice, most cases are simpler than they look once the facts are laid out. A short message describing where your income comes from, who pays it and how it reaches you is usually enough for us to say what is needed and what it will cost, before you commit to anything.
