The ATL is FBR's published record of everyone who filed their return on time for the relevant tax year. Being listed there — commonly called being a "filer" — determines the withholding tax rate you pay on almost every significant transaction: buying property, selling property, earning bank profit, withdrawing large cash amounts, registering a vehicle, and more. FBR refreshes the list every Monday. File on time and you're on it automatically, no surcharge required.

Miss the deadline, though, and you drop off the list immediately — which means every one of those transactions starts costing you the higher non-filer rate until you're reinstated.

The 2026 Surcharge Amounts

This surcharge is separate from — and additional to — any late filing penalty and whatever tax balance you still owe. Paying the surcharge alone, without actually filing the overdue return, will not put you back on the list.

Why Filer Status Is Worth Protecting

The gap between filer and non-filer withholding rates is large enough that the surcharge pays for itself on almost any meaningful transaction:

On a Rs. 10 million property purchase alone, a non-filer pays Rs. 1.2 million in withholding tax versus Rs. 300,000 for a filer — a difference of Rs. 900,000. Against that, a Rs. 25,000 surcharge is a rounding error.

Restoring Individual ATL Status

  1. File the overdue return(s) on IRIS — if multiple years are missing, each must be filed separately
  2. Settle whatever tax balance is due through a CPR generated in IRIS
  3. Generate a PSID under Payments → ATL Surcharge, selecting the Individual category (Rs. 25,000)
  4. Pay the PSID via 1-Bill, ATM, mobile banking, or a bank branch
  5. Check atl.fbr.gov.pk with your CNIC after the next Monday update

Restoring AOP Status

An AOP files at two levels: the partnership itself files a return under its own NTN, and each partner separately declares their share of profit on their personal return. If the AOP missed its deadline, the Rs. 50,000 surcharge is paid against the AOP's own NTN — it does not cover individual partners. Each partner who personally missed filing still needs to pay their own Rs. 25,000 individual surcharge and restore their personal ATL status independently.

Restoring Company Status

Companies work on a December 31 filing deadline rather than the September 30 date that applies to individuals and AOPs. Miss it, and the company needs to file its overdue return under its own NTN, clear any tax balance after adjusting advance tax and WHT already paid, and generate a Rs. 100,000 PSID under the Company category. As with AOPs, paying the company's surcharge restores only the company's ATL status — directors must separately maintain their own personal filer status.

Once paid, verification in IRIS typically takes 24–48 hours, and your name reappears on the ATL at the next weekly update.
