"Digital signature for FBR" is a search that trips up a lot of business owners who assume they need to separately purchase and install a certificate, the way some banking or legal systems require. For most FBR interactions, that's not actually the case.
For Regular Return Filing — No Separate Signature Needed
Logging into IRIS with your CNIC/NTN and password, then submitting your return, functions as your authenticated electronic filing. There's no separate digital signature certificate to install for standard individual or business income tax and sales tax return filing.
For FBR Digital Invoicing (Mandatory for Certain Businesses)
Since SRO 709(I)/2025 and SRO 69(I)/2025, FBR requires manufacturers, importers, wholesalers, distributors, and large retailers to issue electronic invoices posted directly to IRIS. In this system:
- Your business integrates with IRIS through PRAL (Pakistan Revenue Automation Ltd), FBR's own licensed integrator, offered free of cost, or through another licensed integrator
- During setup, you choose the integration mode in IRIS under the "Digital Invoicing" option and select "Proceed with PRAL as Licensed Integrator"
- Once integrated, every invoice automatically gets a valid digital signature and FBR-generated QR code applied by the system — this happens behind the scenes, with no manual signing step per invoice
Who Actually Needs to Set This Up
- Manufacturers, importers, wholesalers, and distributors covered under the mandatory e-invoicing SROs
- Large retailers integrated with FBR's POS system
- Businesses not yet mandated can often still opt in voluntarily where it benefits their invoicing workflow
Getting Set Up
The technical integration (choosing PRAL, connecting your invoicing/POS software) is a one-time setup. Most businesses use accounting or POS software that already has FBR/PRAL integration built in — the software vendor typically handles the connection once you provide your NTN and IRIS credentials.
