Karachi is Pakistan's largest city and its commercial engine. The port and the customs house handle a large share of the country's trade, the Pakistan Stock Exchange sits on I.I. Chundrigar Road, the SITE, Korangi and Port Qasim industrial areas run garment, chemical and engineering units, and the wholesale markets of Saddar, Bolton Market, Jodia Bazaar and Empress Market keep goods moving to every province. Around all that sits a very large population of salaried professionals, freelancers, drivers and small shopkeepers.
In a city this size, the practical obstacle to doing anything official is not the rule — it is the time. Crossing Karachi for an appointment can cost half a day, and tax offices are not conveniently placed for everyone. NTN registration does not require any of it. The application is made online on FBR's IRIS portal, and NTNWaale completes it remotely over WhatsApp, whether you are in Malir, Clifton, North Nazimabad or Orangi Town.
Who in Karachi Needs an NTN
Karachi's taxpayers span almost every category, and these are the ones we hear from most:
- Importers, exporters, clearing agents and suppliers who deal with customs and shipping
- Wholesalers and retailers in Saddar, Bolton Market, Jodia Bazaar, Tariq Road and the neighbourhood markets
- Garment, textile-accessory and light-engineering unit owners in SITE, Korangi and Landhi
- Stock-market investors and traders who want their capital gains handled correctly
- Ride-hailing and delivery drivers who earn through apps and want a bank-friendly income record
- Freelancers, developers and agency workers earning from local and foreign clients
- Doctors, lawyers, architects and consultants with their own practices in the city
- Salaried employees at banks, multinationals, hospitals and schools
- Property investors and landlords in DHA, Clifton, Gulshan-e-Iqbal and the newer schemes
Import, Export and the Port
No other Pakistani city has the density of trade documentation that Karachi does. A business that imports goods, clears them through customs, or sells to an exporter cannot operate without a registered tax number: customs documents, bank guarantees and letters of credit all reference it. For someone starting an import trade, the NTN is one of the first items on the list, and a delay in getting it can hold up a shipment.
For smaller players — a shopkeeper who buys stock from an importer, a supplier to an exporter's factory — the effect is less direct but real. The importer or exporter is subject to withholding rules and audits, and prefers suppliers and customers whose tax standing is clear. If you sit anywhere in a trade chain that touches the port, getting registered before someone asks is much cheaper than losing a deal while paperwork catches up. Our guide to income tax on exports covers the wider picture if you plan to go beyond the NTN.
Freelancers, Gig Workers and the Bank Question
Karachi has a large and growing population of people who earn without a conventional employer: developers and designers working for foreign clients, drivers on ride-hailing and delivery apps, online sellers and agency workers. Their income often arrives in irregular amounts through several channels, and it is common to have no tax record at all until a bank starts asking questions.
The bank is usually the trigger. A large foreign transfer or a growing balance leads to questions about the source of funds and whether the account holder is a registered taxpayer, and a person without an NTN finds the process slower and the withholding heavier. Registering early, and filing a return that shows what you actually earned, gives the bank something clean to work with and makes a personal loan, a car purchase or a card application much easier. Our page on tax for ride-hailing drivers and our freelancer tax guide explain how each kind of income is treated.
Stock Investors and Traders
Karachi is home to the Pakistan Stock Exchange, and a great many residents invest or trade in shares, from small savers to active traders. Gains on shares are taxable, and the rules depend on how long an asset was held and what kind of investor you are. Whatever your approach, the first requirement is an NTN, because the broker and the exchange's settlement systems apply different treatment to registered and unregistered investors.
Investors sometimes assume that because tax is deducted at source on trades, they need do nothing more. In practice, deduction at source and being on the Active Taxpayer List are different, and a filed return is what reconciles the two and reflects your holdings and gains. Our guide to capital gains tax on shares explains how gains are treated, and we can register you and prepare the first return together.
Services and the Sindh Revenue Board
Karachi business owners sometimes confuse two separate things. An NTN is the income-tax identifier issued by FBR. Sales tax on services in Sindh, however, is administered by the provincial Sindh Revenue Board, and a service business — a restaurant, an agency, a clinic, a consultancy — may have registration obligations with that body in addition to holding an NTN. The two are different, and having one does not substitute for the other.
We register the NTN. If your business supplies services and turnover suggests the provincial side may apply, we will say so at the start so you can plan for it, rather than discovering a second obligation later. It is much easier to sequence these steps at the beginning than to untangle them after a notice arrives.
You Do Not Need to Cross the City
NTNWaale is based in Lahore and has no office in Karachi, and none is required. FBR's regional offices in the city deal with audits, assessments and enforcement; individuals register online through IRIS. For someone in Karachi, the value of that is obvious — no travel time, no parking, no waiting.
You send your CNIC or NICOP photo and details over WhatsApp, we prepare and submit the application, and the certificate arrives electronically. It works the same for a driver in Korangi and a manager in Clifton.
What to Send
- A clear CNIC or NICOP photo, both sides
- A mobile number registered on your own CNIC
- A working personal email address
- For a business or practice: its name, address and what it does
- For partners: each partner's CNIC and a note on how the business is shared
How It Works
- Message 0324-0400564 with your ID photo and a line about what you do.
- We review the details and confirm the right kind of registration.
- We submit the IRIS application and help with the phone verification code.
- FBR verifies it; we send you the NTN certificate.
Straightforward individual applications are usually confirmed within 24 to 48 hours.
Cost
Individual NTN registration starts at PKR 1,500, confirmed before we begin. Partnership and business registrations cost more because of the extra documents; the pricing page lists current figures. Most clients file their first return in the same engagement to reach the Active Taxpayer List quickly.
Mistakes We See From Karachi Applicants
- Confusing the NTN with provincial registrations. A service business may also need to register with the provincial authority. The two are separate.
- Waiting for the bank to ask. Registration is quick but not instant. Starting after a request means a delayed loan or account.
- Using a shared or relative's SIM. Verification goes to the number registered on the applicant's own CNIC.
- Assuming employer deduction is enough. Salary deduction does not register you; your own NTN and filed return do.
- Treating a family shop as one person's business. If several relatives share it, the registration should reflect that.
Markets, Wholesalers and Family Shops
A large share of Karachi's commerce still happens in family-run shops and wholesale stalls in the older markets. These businesses may have operated for decades on cash and trust, with little formal paperwork. Two things have changed that: banks and large suppliers are more careful about who they deal with, and digital payments are making cash sales visible in ways they were not before.
A trader in Bolton Market or Jodia Bazaar who buys from importers and sells to shops across Sindh and beyond is likely to be asked for tax details by both sides. Being registered puts you inside the paperwork rather than on its edge, and a filed return gives the bank something to work with when you need working capital. If the business is genuinely a family enterprise, an Association of Persons registration may fit better than putting everything under one name; our comparison of sole proprietor, AOP and company explains the differences.
Property Owners and Landlords
Karachi property changes hands for large sums, and the withholding on a purchase or sale differs between filers and non-filers. Landlords who collect rent from apartments, shops or houses have taxable income that should be declared, and a filed return makes tenancy, sale and bank dealings simpler. Investors buying plots in the newer schemes need to think about the filer status of both sides of the transaction. Our guide to rental income tax explains how landlords are taxed.
What Comes After the NTN
The registration gives you a number; a return gives you the status. Our guide to filing an income tax return outlines the steps, and our Karachi income tax filing page covers the annual return locally. Keep your certificate somewhere you can find it — banks, customs agents and buyers will all ask for the number.
Cash Businesses and the Shift Toward Digital Payments
Karachi's street vendors, small restaurants, repair shops and neighbourhood stores have long run on cash. Mobile wallets, card machines and bank transfers are steadily changing that, and each digital payment leaves a record. A business that has never registered can find that its own payment history now tells a story the owner has not yet documented, which makes early registration more valuable than waiting until a question is asked.
