Larkana is the main city of the rice-growing heartland of upper Sindh. The Indus irrigates the fields around it, Ratodero and Dokri are known for their rice, and the mills that husk and polish the crop are among the district's largest employers. The city also has a medical college and teaching hospital, an active bazaar and, some distance to the south, the ruins of Mohenjo-daro, which draw students, foreign visitors and the small number of guides, drivers and hoteliers who serve them.
For many families here, tax has been something for the larger cities to worry about. That is increasingly out of step with reality. Rice millers must document their purchases, exporters want to know who they are buying from, and banks are stricter about deposits. NTN registration is an online federal process that does not depend on your town, and NTNWaale completes it remotely over WhatsApp, so no one in Larkana needs to travel to Sukkur or Karachi for it.
Who in Larkana Needs an NTN
The groups who reach us from Larkana and its surrounding towns include:
- Rice millers, husking-unit owners and their contractors, from small units to large mills
- Paddy dealers, rice brokers and commission agents who move the crop between growers, mills and buyers
- Landholding families with rent, shops or salaries beyond their farm income
- Exporters and traders who sell rice, wheat and other produce to larger cities and abroad
- Doctors, nurses and administrators at the medical college, teaching hospital and private clinics
- Guides, drivers and small hoteliers serving visitors to Mohenjo-daro and the wider archaeological circuit
- Shopkeepers and wholesalers in the city's main bazaars and along the Sukkur road
- Teachers, clerks and officers in district government offices
Rice Mills, Brokers and the Paper Trail Behind an Export
Larkana rice reaches buyers across Pakistan and, through exporters, overseas. A single consignment involves growers who sell paddy, dealers who assemble it, mills that process it, brokers who arrange the sale and exporters who ship it. Each of them is a link in a chain of invoices, and the parties at the end of the chain must account for every step behind them.
That is why an NTN matters more here than the district's small-town feel suggests. A mill that must deduct withholding tax on purchases wants to buy from registered dealers; an exporter whose books will be examined wants registered suppliers throughout. A broker or dealer without an NTN can be deducted at a higher rate or replaced by a competitor who is registered. Registering in the quiet months before the harvest avoids the delays and lost business that come from doing it in the middle of the season. Our overview of withholding tax rates shows where the filer and non-filer difference bites.
Landholding Families and Their Mixed Income
Land is central to life in the district, and so is the confusion about what land ownership means for tax. Income from growing crops is agricultural and generally treated separately from what FBR taxes. But a landowning family's income is rarely only crops. A share in a rice mill, rent from shops in town, a vehicle business or a family member's salary all sit outside the agricultural category.
Registering the family member who earns non-farm income, and keeping it distinct from the farm income in the records, is the cleanest approach. A bank or a buyer who asks for a tax record then gets an answer that reflects reality, rather than a claim that everything is agricultural. If you are unsure how your own family's mix should be treated, describe it to us plainly and we will say what applies.
Medical Staff and Salaried Professionals
Larkana's medical college and teaching hospital employ a large group of doctors, nurses, technicians and administrators, and many also run private clinics or work at private hospitals. Their salaries have tax deducted at source, but that does not register them. A doctor with a private practice has self-employment income that belongs on a return alongside the salary, and needs an NTN to declare it properly.
Doctors often discover the gap when they set up a clinic, buy equipment on credit or apply for a loan. Registering before that moment, and keeping a simple record of fees and expenses, makes the annual return quick to prepare. Our tax guide for doctors explains how professional income is treated.
Mohenjo-daro and the Tourism Trade
Mohenjo-daro is one of Pakistan's best-known archaeological sites, and it supports a small but steady visitor economy: guides, drivers, guesthouses, tea stalls and souvenir sellers. Income varies with the season and the news, and most operators run as sole proprietors with minimal paperwork.
The registration question is the same as for any small business. If you earn regularly, an NTN and a filed return provide a bank-friendly income record and let you accept digital payments and advance bookings from tour operators, who increasingly ask for tax details. A guide or driver who keeps a simple booking log has everything needed to file a first return in a single sitting.
Nobody Has to Make the Long Drive
The nearest regional tax facilities are a long drive from Larkana, and in the hot months that drive is a real cost in time, fuel and lost trade. Registration for an individual does not require it. We apply online on your behalf, using a photo of your CNIC and the answers you give us on WhatsApp, and the certificate is sent back to your phone as soon as FBR has verified the application. NTNWaale works from Lahore and manages this the same way for a rice miller in Ratodero as for a doctor in the city.
What to Have Ready
A clear photo of your CNIC, front and back, is the first item. Make sure the mobile number you give is registered under that same CNIC, since the verification code goes there, and give an email address you check. For a mill, shop or clinic, tell us its name and where it stands; for a business shared by brothers, list the owners. Nothing else is needed at the start.
From First Message to Certificate
You message us; we reply with the fee and any questions. We then file on the portal, you pass on the code that arrives by SMS, and FBR reviews the application. Straightforward individual cases are usually cleared in a day or two, and we send the certificate as soon as it is issued.
The Cost
Registration for an individual begins at PKR 1,500, agreed before we start. Partnerships and companies are dearer because they need more paperwork; see the pricing page. Clients who want a return prepared can have it done in the same exchange.
Common Slips in Larkana
- Waiting for the crop to come in. Mills and traders are stretched at harvest, which is the worst time to discover a paperwork gap.
- Labelling every rupee as agricultural. Income from a mill share, a rented shop or a hired-out vehicle is a different category from the crop itself.
- Sharing one SIM around the household. FBR's code goes only to the number registered under the applicant's own CNIC.
- Registering a jointly run mill under one brother's name. The registration and the bank account should tell the same story about who owns what.
- Treating the number as a finish line. Only a filed return moves you onto the Active Taxpayer List.
Shopkeepers, Wholesalers and the Sukkur Road
Larkana's commercial life runs along its main bazaars and the road toward Sukkur, where wholesalers supply shops across the district and beyond. Most are owner-run, some are large family firms, and all depend on suppliers in Karachi, Hyderabad and Sukkur who increasingly ask for tax details on invoices.
A shopkeeper who registers and files gains the ability to buy on credit, to open a business account and to invoice his own customers properly. A family firm with several brothers should consider whether an Association of Persons registration reflects reality better than one name on the NTN. Our comparison of structures explains the trade-offs.
Salaried Residents and Government Staff
Teachers, clerks and officers in Larkana's district offices have tax deducted at source, but that alone does not put them on the Active Taxpayer List. They need their own NTN and a filed return for the lower rates on bank profit, vehicles and property. Registration is the simplest kind: CNIC, phone and email. Our Larkana income tax filing page explains the annual return locally.
Ratodero, Dokri and the Tehsil Markets
Larkana district is broader than the city. Ratodero, Dokri and other towns each have their own grain markets, rice mills and shopping streets, and each sits at a different distance from the district capital. A trader in Ratodero shares with a Larkana shopkeeper the same registration process and the same online system, and does not need to go into the city to complete it.
For people in the smaller towns that is a quiet but real advantage. The old habit of assuming that tax matters belong to the big city no longer applies; a message from a tehsil town is handled in exactly the same way as one from anywhere else, and the certificate arrives electronically.
Wheat, Sugarcane and the Rest of the Farm Year
Rice is the headline crop, but Larkana's farmers also grow wheat and sugarcane, and each has its own buyers and its own calendar. A family that grows several crops has a steadier year than a single-crop grower, and a longer trail of sales. All of that is agricultural income and is generally treated separately.
What sits outside it is the trading that so often accompanies farming: buying from neighbours to resell, hiring out a tractor or thresher, running a small store from the family compound. A landholder who registers for those activities, keeps them distinct from the farm and files a return has a far stronger position at the bank than one who has never registered.
Young Doctors, Graduates and Online Earners
A medical college and several other institutions mean Larkana has a stream of young professionals — recent doctors, pharmacists, teachers and graduates — some of whom earn online alongside or instead of local work. Their income comes through transfers and wallets, and the platforms and banks involved increasingly ask for tax details.
Registering at the start of a career is cheap and quick, and it means every payment is documented from the first. It also makes loans, vehicle purchases and a first clinic or shop far smoother than trying to reconstruct a record later. Our freelancer tax guide explains how online earnings are treated.
